District of Columbia State Income Tax: 4.0% - 10.75% (progressive)

DC uses six progressive brackets running from 4% on the lowest income up to 10.75% on income above $1 million. There are no separate municipal income taxes on top, and DC unemployment insurance is employer-paid. Note: only people who actually live in DC pay DC tax -- if you commute in from Maryland or Virginia, you owe tax to your home state instead.
